The phrase was popularized by political scientist Graham T. Allison in his 2017 book Destined for War. The theory suggests that conflict often becomes likely when a rising global power challenges an established one—an idea inspired by the ancient Peloponnesian War.

In recent years, the concept has been frequently used in debates about whether the United States and China can avoid a similar path toward confrontation.
